Surplus kit bag. The stuff not carried by the soldier, extra clothing, shoes, etc., went into the bag. Some people received their own.

It's said that the thongs are for tying the rifle cleaning kit in there. WDD 574 confirms that.

Mills made some in 1912.
Hogshire Hudgins & Co. made some in 1916.
Silk, Kohn & Co. made some in 1917.
Finkel made some in 1917. Then he was drafted.
Consolidated Mfg. Co. took over from Finkel. Even over-stamped some of the Finkel bags. They made then through 1918.
